    • Acceptance of in-person applications with prior online appointment: 9:30 AM TO 11:30 AM (Monday-Friday except designated holidays)

    •  

    • Postal/Courier applications: 10-12 business days

Online appointment is required (click here for appointment) to submit documents in-person at the Consulate. Documents may also be sent by mail/courier to the Consulate General of India, #201-325 Howe Street, Vancouver, BC, V6C 1Z7, Canada.

No Obligation to Return to India (NORI) Certificate is issued to those applicants who are intending to immigrate to the United States of America (USA).

Procedure – The applicant has to get 6 sets of the Affidavit and 6 set of Bio-data attested from the Consulate in order to obtain No objection certificate (NOC)/clearances from the following Departments in India –

  1. 1. Ministry of Human Resource Development (Department of Higher Education) or Ministry of Health and Family Welfare in case of doctors and medical professionals;

  2.  

  3. 2. Home Department of the concerned State or Union Territory in India to which the applicant belongs.

  4.  

  5. 3. Regional Passport Office in India from where the previous passport was issued.

  6.  

  7. 4. NOC from the concerned bank or financial institution in case the applicant has raised any loan

The passport office sends the NOC/clearance directly to the Consulate while the other two Departments will be sending NOC/clearances to the applicant directly.

Step 1: Procedure/Requirement to get the affidavit/bio-data attested:

  1. 1. Misc Application Form (Click here). Download and fill the Miscellaneous application form, paste picture and sign at appropriate place;

  2.  

  3. 2. 6 Affidavits duly notarized in the prescribed format (Click here)containing full details of his/her visit to USA on student visa, especially, details of his/her Indian passport number, date and place of issue, period of stay in USA, his/her address in USA during his/her stay there and his/her present address in the place where currently staying;

  4.  

  5. 3. 6 Original notarized bio-data of the applicant;

  6.  

  7. 4. Self attested Canada address proof – copy of DL / utility bill / rent agreement / bank statement (any one);

  8.  

  9. 5. Self attested copy of PR card/Work Permit/Study permit;

  10.  

  11. 6. The fee to be paid by the applicant: C$ 17 ( (fee C$ 14 + ICWF C$ 3) ) for each affidavit and bio-data.

Step 2: Procedure/Requirements to obtain NORI certificate

On receipt of attested documents from the Consulate, applicant is advised to obtain NOCs from MHRD, Home Department, RPO and Financial Institution as mentioned above under para procedure.

Please note that it is applicant’s responsibility to obtain clearances from the offices in India. Consulate will not pursue this on their behalf.

Step 3: Procedure/Requirements to obtain NORI certificate

After all these clearances have been received, applicant is required to visit Consulate to obtain NORI certificate along with Miscellaneous application form and Clearances received in original along with its copies. Prior appointment (click here for appointment) is required.

Requirements:

The following documents/clearances are required along with application for issuing NORI certificate:           

  1. 1. Misc Application Form (Click here). Download and fill the Miscellaneous application form, paste picture and sign at appropriate place.

  2.  

  3. 2. NOCs from all 3 or 4 departments as mentioned above in original. Presence of applicant is required.

  4.  

  5. 3. Copies of the Indian passports including the one on which the applicant travelled to US and US visa pages.

  6.  

  7. 4. Copy of Third-Party Bar Code page from the US State Department containing the applicant’s Waiver Review Case File Number (this is required to be quoted in the NORI Certificate as well as details of passport, US address etc.).

  8.  

  9. 5. Self attested copy of PR card/Work Permit/Study permit.

  10.  

  11. 6. Self attested Canada address proof – copy of DL / utility bill / rent agreement / bank statement (any one).

  13. 7. A fee amount of C$ 30 (fee C$ 27 + ICWF C$ 3) should be paid through Bank Draft/Money Order drawn in favor of "Consulate General of India Vancouver””.

  15. 8. Prepaid envelope from any courier company addressed to Embassy of India, Consular Wing, 2536 Massachusetts Avenue, NW Washington, DC 20008 (To be used for dispatch of documents for onward transmission to the US State Department) from address would be “The Consulate General of India, Vancouver, #201-325 Howe Street, BC, V6C 1Z7, Canada.

Note:1. Please ensure to mention applicant 's India address on the Misc Form.
